Mayor of Canton left for Hanol on the 18th October and

returned on the 4th November.

lisajesty's Consul-General has elicited fron him that the Indo-China authorities had "agreed

tacitly to passage of military material". From another source Mr. Blunt understands that in return the layor agreed to special facilities for the importation into Indo-China of salt, rice and

coal.

2. French Government have given several mutually incompatible accounts of practice in regard to transit of aras through Indo-China by railway. hey have informed His Majesty's Aibassador in Paris that consignments ordered before the decision (taken in mid-October) to forbid transit traffic would be allowed to pass. They have informed Japanese Ambassador in Paris that only aras ordered before the outbreak of hostilities and shipped from France before mid-October would be allowed to pass. Please endeavour to ascertain discreetly what practice is in fact being followed. I shall also be glad of any further information regarding objects and results of Mayor's visit.
